Jermaine Stephenson was a senior leader of the 400 Mawozo gang in Port-au-Prince, Haiti, and second in command of its operations in Croix-des-Bouquets to Lanmò Sanjou. Stephenson was identified as one of the leaders who was allegedly engaged in a conspiracy to execute the October 16, 2021 kidnapping of 16 U.S. Christian missionaries and one Canadian missionary and hold them for ransom. At the time of their abduction, the victims were traveling by bus on a public road through Croix-des-Bouquets. The kidnapping victims of the missionary group included 12 adults, along with 5 children.

During the kidnapping, Stephenson allegedly assisted Sanjou by instructing and supervising 400 Mawozo members as well as paying the salaries of 400 Mawozo members by distributing revenue generated from the gang’s illicit activities, including kidnapping ransom payments. In July 2022, Stephenson was indicted for 16 counts of Hostage Taking (one for each U.S. citizen victim) and one count of Conspiracy to Commit Hostage taking, in violation of 18 U.S.C. 1203(a) and 2.

The U.S. Department of State is offering a REWARD OF UP TO $1 MILLION for information leading to the arrest and/or conviction of Jermaine Stephenson, a/k/a Gaspiyay, Gaspielle, Jermaine Steevenson, Ibberson.
