[State Department Image]The State Department conducts bureau level planning as the second of three steps in the strategic planning process and results in the production of functional and regional strategies referred to as the Functional Bureau Strategy (FBS) and Joint Regional Strategy (JRS) respectively. Both types of bureau strategies are four-year plans designed to articulate priorities within a region or sector and lay out specific tradeoffs necessary to bring resources in alignment with the highest potential for impact. The strategies are also used to inform budget decisions, advise Integrated Country Strategies, and shape performance reviews. For the JRS, the State Department partners with USAID to develop a joint strategy that articulates share State-USAID priorities to guide missions as they prioritize engagement and resources, and respond to unanticipated events.
