The Office of Acquisitions Management (A/LM/AQM) provides the full range of professional procurement and grant services to customers worldwide, including acquisition planning, contract negotiations, cost and price analysis, and contract administration. AQM’s acquisition activities in FY2015 were $8.0 billion covering overseas building operations, diplomatic security domestic and overseas local guard services, IT equipment and services, weapons abatement programs, law enforcement and anti-narcotics support, furniture and furnishings, secure procurements, and operational and support services. An organization of over 200 acquisitions professionals in Washington, DC, Regional Procurement Support Office – Frankfurt, Germany, and Regional Procurement Support Office – Fort Lauderdale, Florida, AQM is responsible for approximately 90% of the State Department’s operational acquisitions.
Most domestic offices have limited procurement authority and rely on AQM for the majority of their procurement support. Though most overseas posts have at least one American officer with contracting authority for $100,000 or more, many still turn to AQM or its Regional Procurement Support Offices for assistance with procurement actions. In addition to supporting overseas posts, the RPSOs also provide forward-deployed procurement support to the Bureau for Overseas Building Operations, the Bureau of International Narcotics and Law Enforcement Affairs, other bureaus, and other agencies overseas, including the Centers for Disease Control and Prevention.
The Department of State’s embassies and consulates are generally limited in awarding and administering contracts of up to $250,000.
For information on post-specific procurement issues, the General Services Officer’s (GSOs) listed in the Key Officers of Foreign Service Posts may be contacted.
The Department of State, including overseas Embassies, posts contract opportunities on the Federal government business opportunities website, Fed Biz Opps, and on the commodities marketplace service FedBid.
