Office of the Procurement Executive

The Office of the Procurement Executive provides overall leadership of the procurement and federal award functions for the Department of State. The Office issues procurement and federal award policy, provides quality assurance and statistical reporting, and appoints contracting and grants officers. Policy Division

The Policy Division determines the effect of, or implements, new or proposed legislation, Executive orders, or regulations into the Department's domestic acquisition system programs. Refer to 1 FAM 212.2-1 in the Department’s Foreign Affairs Manual for more information regarding the Federal Assistance Division’s responsibilities.

Evaluation and Assistance Division

The Evaluation and Assistance Division reviews and evaluates acquisition policies and programs and their implementation at Foreign Service posts and domestic contracting activities. Refer to 1 FAM 212.2-2 in the Department’s Foreign Affairs Manual for more information regarding the Evaluation and Assistance Division’s responsibilities.

Federal Assistance Division

The Federal Assistance Division is responsible for developing, issuing and maintaining operational guidance, procedures, and policy for all Department of State Federal assistance programs domestically and abroad (e.g., grants, cooperative agreements, contributions, and similar instruments). Refer to 1 FAM 212.2-3 in the Department’s Foreign Affairs Manual for more information regarding the Federal Assistance Division’s responsibilities.

  • U.S. Department of State Standard Terms and Conditions — Incorporated by reference in all standard grants, cooperative agreements, and property awards to U.S. and foreign organizations that are not Foreign Public Entities.
  • Protecting Life in Global Health Assistance Award Provision — A required provision in all grants and cooperative agreements that provide global health assistance using President’s Emergency Plan for AIDS Relief (PEPFAR) funding. The requirements apply to such assistance provided to, or implemented by, foreign non-governmental organizations or that U.S. NGOs provide to foreign NGOs through sub-awards.
