CANDIDATE: Sheila Sue Gwaltney
Sheila Sue Gwaltney, a career member of the Senior Foreign Service, class of Minister-Counselor, most recently served as Charge d’Affairs, a.i. and Deputy Chief of Mission (DCM) at the U.S. Embassy in Moscow, Russia – her fourth DCM or Principal Officer assignment in the region. Known as an impressive executive-level leader at missions of critical importance to the U.S., experienced in the interagency process, and deeply knowledgeable in the affairs of Russia and the other countries of the former Soviet Union, Ms. Gwaltney will bring essential skills to the task of furthering bilateral relations with the Government of Kyrgyzstan, an important U.S. partner in Central Asia.
Previously, Ms. Gwaltney served the Department of State as Consul General, Consulate General, Saint Petersburg, Russia (08/2008-07/2011), Senior Advisor, Office of the Coordinator for Reconstruction and Stabilization (08/2007-06/2008), Deputy Chief of Mission, Embassy Kyiv, Ukraine (06/2004-06/2007), Deputy Director for Eurasia, Office of the Coordinator for Assistance for Europe and Eurasia, Bureau of European Affairs (06/2002-01/2004), Deputy Chief of Mission, Embassy Bishkek, Kyrgyzstan (09/1999-07/2001), Special Assistant, Office of the Under Secretary for Political Affairs (08/1998-07/1999), Deputy Director, Office of Russian Affairs, Bureau of European and Eurasian Affairs (08/1995-07/1998), and Political/Economic Officer, Consulate General, Saint Petersburg, Russia (08/1992-08/1995). She also served as a Staff Assistant in the Bureau of Human Rights and Humanitarian Affairs, an Operations Officer in the Operations Center, an Economic Officer at Embassy Pretoria, South Africa and a Consular/Political Officer at Embassy Panama City in Panama. Before joining the Foreign Service, she worked as a Program Coordinator at Delphi Research Associates in Washington, D.C.
Ms. Gwaltney earned a B.A. in International Relations at the University of California, Davis in 1976 and a M.A. in International Relations from George Washington University in Washington, DC in 1982. She undertook senior State Department training at the Stanford University Hoover Institute in California, 2001-2002. She is the recipient of five Superior Honor Awards and three Meritorious Honor Awards from the State Department. She speaks Russian, Ukrainian and Spanish.
