CANDIDATE: Mary Catherine Phee
Mary Catherine Phee, a career member of the Senior Foreign Service, class of Minister-Counselor, currently serves Chief of Staff, Office of the Special Envoy for Sudan and South Sudan. She is a talented leader with a wealth of experience in senior policy making and managing the interagency process both in Washington and abroad. Known as an expert in ethnic and communal conflict, and for her skills in building consensus and managing U.S. Missions in difficult places, Ms. Phee will bring key skills to the task of furthering bilateral relations with South Sudan, the world’s newest nation.
Previously, Ms. Phee served as Deputy Chief of Mission, U.S. Embassy Addis Ababa, Ethiopia (2011-2014), Director for Iraq, National Security Council, The White House (on detail) (2009-2011), Regional Affairs Coordinator, U.S. Embassy Rome, Italy (2008-2009), Counselor for Political Affairs and Deputy Security Council Coordinator, U.S. Mission to the United Nations, New York, New York (2005-2008), Special Assistant to the Secretary of State’s Senior Advisor on Iraq (2005), Senior Civilian Representative of the Coalition Provisional Authority to Maysan Province, al-Amarah, Iraq (2003-2004), Desk Officer for United Nations Political Affairs, International Organizations Bureau (2003 and 2004), and Special Assistant to the Under Secretary for Public Diplomacy (2002-2003). She also served at U.S. Missions as Public Affairs Officer and Political Military Officer in Kuwait City, Kuwait; Political Officer in Cairo, Egypt; Desk Officer for Iran Affairs; and Political Officer and Consular Officer in Amman, Jordan. Before joining the Foreign Service, Ms. Phee was a Program Associate for Development Alternatives, Inc., Bethesda, Maryland, a United Nations Environment Program Intern in Nairobi, Kenya, and Deputy Press Secretary to Senator Daniel Patrick Moynihan.
Ms. Phee earned a B.A. at Indiana University in 1985 and a M.A.L.D. from Fletcher School of Law and Diplomacy in 1989. She is the recipient of numerous Superior and Meritorious Honor Awards and two Senior Foreign Service Performance Awards. She also received the Secretary of Defense Meritorious Civilian Service Award in 2004 and the Order of the British Empire in 2006. She speaks Arabic, French and Italian.
