Foreign Service Family Reserve Corps

Overview

To more quickly mobilize Appointment Eligible Family Members (AEFM) to fill available positions in missions overseas, the U.S. Department of State developed the Foreign Service Family Reserve Corps (FSFRC). Upon acceptance, AEFMs are appointed into a non-compensated status, allowing the Department of State to improve efficiency in the hiring process when filling positions at posts abroad.

Since May 2016, membership in the FSFRC has been offered to AEFMs in a phased process and is currently in the open enrollment stage. Family members should determine whether they are eligible to apply, and take the appropriate action.

Determine Eligibility

An individual who meets all the following criteria is eligible to be an FSFRC member:

A. Is a U.S. citizen; and

B. Is the spouse or domestic partner (as defined in 3 FAM 1610) of a sponsoring employee (i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member); and

C. Is the spouse or domestic partner (as defined in 3 FAM 1610) of a sponsoring employee (i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member); an

Is either:

  1. listed on the travel orders (TMFOUR) of a sponsoring employee for a post abroad at a U.S. mission under Chief of Mission authority (to include the American Institute in Taiwan), or
  2. listed on the HR/EX approved Form OF-126, Foreign Service Residence and Dependency Report, or
  3. has a letter from the sponsoring employee's agency stating that they are the spouse or domestic partner of the sponsoring employee and that their sponsor is expected to serve at an overseas post under Chief of Mission authority (to include the American Institute in Taiwan) in the next 12 months; and

D. Is not receiving a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service; and

E. Is not a Foreign Service Officer in Leave Without Pay (LWOP) status; and

F. Is not a Civil Service employee with re-employment rights to their agency or bureau.

DOS Employee in a Domestic Civil Service Position

* Those who are in Leave Without Pay (LWOP) status are not eligible for membership.

A minimum of 30 days prior to but no more than six months prior to the departure date from the position

*Applications cannot be fully adjudicated until the employee leaves his/her domestic position.

Determine Documentation Needed for the USAJOBS Application

The following documents are required as part of the application package for an application to be considered.

  • Resume
  • OF-126- Foreign Service Residence and Dependency Report or the employee sponsor's agency equivalent for non-Department of State employees OR (TMFOUR) Travel Orders of Sponsoring Employee or the employee sponsor's agency equivalent for non-Department of State.

Maintaining Membership in the FSFRC

  • When not employed in a local position, FSFRC members are required to recertify:
    • every year for members in categories ONE and TWO, and,
    • every 5 years for members in category THREE.
  • HR Shared Services contacts members approximately 60 days prior to their recertification date regarding the recertification requirements.
  • Guidance on Accepting a Personal Services Agreement or Civil Service Position
  • Policies concerning termination and resignation from the FSFRC are in 3 FAM 8220.
