Michael Ballantine and Lisa Ballantine (“the Ballantines”) allege that the Dominican Republic’s Ministry of the Environment, and the City of Jarabacoa, wrongly refused them approvals needed to continue their development of the Jamaca de Dios gated community in the Dominican Republic’s central mountain range.
