CANDIDATE: Tulinabo Salama Mushingi
Tulinabo Mushingi, a career member of the Senior Foreign Service, class of Counselor, was U.S. Ambassador to Burkina Faso from 2013 to 2016. A seasoned leader and experienced manager, Ambassador Mushingi has successfully managed relations and advanced long-term foreign policy interests with Burkina Faso during a challenging period in that country’s history. His assignment in Ethiopia from 2009 to 2011 demonstrated his ability to lead large interagency teams, and his broad Washington experience and management style that builds consensus and fosters collaboration make him an excellent candidate for U.S. Ambassador to the Republic of Senegal and the Republic of Guinea-Bissau.
Previously, Ambassador Mushingi served as Deputy Executive Secretary and Executive Director, Executive Office of the Secretary in the Department of State (2011-2013). Prior to his service as DCM in Ethiopia, he served as Counselor for Management Affairs at U.S. Embassy Dar es Salaam, Tanzania (2006-2009), Supervisory General Services Officer in the Executive Office of the Secretary (2003-2006), Management Officer at U.S. Consulate Casablanca, Morocco (2001-2003), and Counseling and Assignment Officer in the Bureau of Human Resources (1999-2001). Before that, he served as Post Management Officer, Bureau of International Organizations Affairs (1997-1999), and Foreign Affairs Analyst, Bureau of Intelligence and Research (1996-1997). He also served in Mozambique and Malaysia, at the Department’s Foreign Service Institute, and as a consultant for the Peace Corps.
Mr. Mushingi earned a Ph.D. from Georgetown University, an M.A. from Howard University, and both a B.A. and M.A. from the Institute of Education in Bukavu, Congo. He has been awarded numerous Department of State performance awards. He speaks French, Swahili, and Portuguese and some Malay.
