SIXTO ANTONIO CABANA GUILLEN, also known as “Domingo Bioho” was a Member of the Estado Mayor and participated in setting and implementing the FARC’s cocaine policies, directing and controlling (i) the production, manufacture, and distribution of hundreds of tons of cocaine to the United States and the world; (ii) the “taxation” of the drug trade in Colombia to raise funds for the FARC; and, (iii) the murder of hundreds of people who violated or interfered with the FARC’s cocaine policies.

In mid-March 2009, a suspect believed to be Cabana Guillen was arrested in Ecuador. Ecuadorian National Police verified through the Colombian National Police that the fingerprints of the arrested individual did not match those of Cabana Guillen. In September 2010, Cabana Guillen was killed during a Government of Colombia operation.
