Yang Wan-Hsuan was the former confidential secretary to Chang Chi-Fu and head of the Shan United Army’s Political Affairs Section. As such, he had detailed knowledge of the inner workings of the SUA narcotics trafficking organization, as well as Chang Chi-fu’s financial activities and investments. He is under indictment in the Eastern District of New York for Federal drug violations of attempted conspiracy to import heroin into the United States and distribution of heroin. He was captured by Thai authorities in January 2001.
