Eugenio Darío Molina-López (hereinafter “Molina”) is a leader of a Transnational Criminal Organization (TCO) known as Los Huistas. Los Huistas are primarily based in the Huehuetenango region of Northwest Guatemala that borders Mexico. Molina’s leadership role within Los Huistas is well known to the U.S. government and the Government of Guatemala.
Molina is responsible for the trafficking of multi-ton quantities of cocaine from South and Central America into Mexico, ultimately destined for the United States. Molina has a well-established network of drug traffickers across Mexico who are eager to purchase bulk quantities of cocaine from him. Los Huistas are known to be aligned as a supplier to the Sinaloa Cartel, the Cártel de Jalisco Nueva Generación (CJNG), and to independent drug trafficking organizations and distribution networks, all of which smuggle cocaine into the United States. With oversight of all drug trafficking operations for Los Huistas, Molina also controls the smuggling of narcotics proceeds, in multi-million-dollar quantities, from Mexico to Guatemala on a regular basis.
An investigation by Homeland Security Investigations (HSI) linked Molina to a 461 kilogram seizure off the shore of the Guatemalan Pacific coast on April 3, 2018, a 2,268 kilogram seizure of 30 bales of cocaine off the Guatemalan Pacific coast on July 4, 2018, as well as another 823 kilogram of cocaine seizure off the Guatemalan Pacific coast eight days later. In January 2019, HSI linked Molina to a seizure of approximately $687,335 in bulk cash and 50 kg of cocaine in Houston. Later in 2019, HSI made several bulk cash seizures which were tied to Molina and Los Huistas. The investigation led to an indictment against Molina, filed on January 29, 2019 in the Southern District of California, charging him with an international conspiracy to distribute five kilograms or more of cocaine, knowing and intending that it be unlawfully imported into the United States; and conspiracy to possess with the intent to distribute cocaine on board a vessel.
