Ruperto, Jose, and Heriberto Salgueiro-Nevarez are brothers from Guadalupe Y Calvo, Mexico, in the state of Chihuahua. Together with a fourth brother, Noel Salgueiro-Nevarez, a former major narcotics trafficker who was extradited to the United States last year and is currently awaiting trial in El Paso, Texas, the Salgueiro-Nevarez brothers have a long history of drug trafficking in the area. Since 2005, when Sinaloa Cartel leader Joaquin Guzman-Loera (Chapo Guzman) placed Noel Salgueiro-Nevarez in charge of the Sinaloa Cartel’s operation in Chihuahua, the brothers have been known by law enforcement as the Salgueiro-Nevarez Organization (SNO).
Noel Salgueiro-Nevarez was arrested in Mexico in 2011, and the control of the SNO eventually moved to Ruperto Salgueiro-Nevarez. Investigators subsequently linked Ruperto to Aureliano Guzman-Loera, the brother of Joaquin Guzman-Loera
On November 13, 2019, a federal grand jury in the District of Arizona returned a Superseding Indictment against Ruperto Salgueiro-Nevarez, charging him in a single count with participating in the international distribution of heroin. On February 19, 2020, in a separate action, federal prosecutors in Tucson Arizona secured an eight-count superseding indictment from a federal grand jury in the District of Arizona against fourteen targets representing the senior leadership of the Aureliano Guzman-Loera and SNO factions of the Sinaloa Cartel – including the three Salgueiro-Nevarez brothers. The three Salgueiro-Nevarez brothers were charged with participating in an international conspiracy to distribute marijuana, heroin, cocaine, and methamphetamine, in violation of federal law.
Based on the above, the U.S. Department of State is offering a REWARD OF UP TO $5 MILLION for information leading to the arrest and/or conviction of Jose Salgueiro-Nevarez.
