The Foreign Affairs Manual (FAM) is published by the Department of State and can be accessed on the Department’s website. It contains the functional statements, organizational responsibilities, and authorities of each of the major components of the Department. Together, the manual comprises the basic organizational directive of the Department. Guidance on public- private partnerships (PPPs) can be found under the 2 FAM 970.
U.S. Congress
On July 30, 2008, H.R. 5501, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 was signed into law, authorizing up to $48 billion over the next 5 years to combat global HIV/AIDS, tuberculosis, and malaria. As a part of the Act, Congress authorized PEPFAR to promote PPP’s as a priority element of U.S. strategy to combat the HIV/AIDS pandemic and other global health crises.
PEPFAR
Proposed Country Operational Plans (COPs) for bilateral resources are submitted by U.S. Embassies in-country every year, excluding procurement-sensitive funding information for awards that have not yet been made. PEPFAR Fiscal Year 2014 COP Guidance includes overarching guidance on the development and implementation of PPPs in-country.
In addition, the Technical Considerations Provided by PEPFAR Technical Working Groups for FY 2014 provides more in-depth factors to consider when engaging with the private sector.
U.S. Agency for International Development (USAID)
In addition, USAID’s Global Development Alliance Annual Program Statement, which invites organizations to submit proposals for public-private partnerships, has additional guidance on PPPs.
Centers for Disease Control and Prevention (CDC)
In 2014, the CDC Division of Global HIV/AIDS and TB (DGHT) awarded a five-year cooperative agreement to Cardno Emerging Markets under Funding Opportunity Announcement (FOA) GH15-1539, “Public-Private Partnerships in PEPFAR Countries under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).” The purpose of this FOA is to provide funding to an entity to manage and administer global and country-led public-private partnerships (PPPs) under PEPFAR. The FOA outlines the expected activities in the management and administration of PPPs developed by the U.S. government in PEPFAR countries.
