The Senior Agency Official for Privacy (SAOP) is designated by the head of each agency and is responsible for managing a privacy program, including:

- Implementation of privacy protections; 
- Compliance with Federal laws, regulations, and policies relating to privacy;
- Management of privacy risks at the agency;
- And playing a central policy-making role in the agency's development and evaluation of legislative, regulatory, and other policy proposals.


Biography

Mary R. Avery is a Counselor in the Senior Foreign Service and assumed the duties of Senior Advisor, acting Deputy Assistant Secretary for Global Information Services (A/GIS) on July 10, 2017.

 

The Office of Global Information Services is responsible for ensuring that the Department’s information is managed as a strategic asset throughout its lifecycle, and makes data open to the extent permitted by law and directives for providing access to information, managing and safeguarding information, and record management. A/GIS centrally manages the Department’s Federally-mandated information management programs in accordance with the Freedom of Information Act (FOIA), the Privacy Act, the Federal Records Act, E.O. 13526 (Classified National Security Information), E.O. 13556 (Controlled Unclassified Information), and Federal privacy mandates covering personally identifiable information. A/GIS also runs programs and initiatives on the Department’s directives and policies and global publishing. A/GIS is home to the oldest Federal government library founded by the first Secretary of State, Thomas Jefferson, in 1789.

Ms. Avery’s prior foreign assignments include tours in Seoul, Hong Kong, Ho Chi Minh City, and Mexico City.  Her most recent overseas assignment was as Consul (Chief of the Consular Section) in Singapore.  Other assignments include Senior Advisor at the Air University, Maxwell AFB; headquarters assignments at the Office of Children’s Issues, Bureau of Consular Affairs, and the Bureau of Legislative Affairs; and a tour as an instructor at the Foreign Service Institute. Ms. Avery holds a B.S. in Foreign Service from Georgetown University, and a M.S. in National Security Strategy from the National War College.
