Department of State Advisory Committee on Private International Law (ACPIL)

A public meeting on Family Law was held, under the auspices of the State Department’s Advisory Committee on Private International Law, on February 27, 2019, at the Department of State, Annex 4A, 2430 E Street, N.W., Washington, DC. The meeting was chaired by a representative of the Office of the Assistant Legal Adviser for Private International Law.

At its 2012 annual meeting, the Council on General Affairs and Policy of the Hague Conference on Private International Law decided to establish a Working Group to draft a Guide to Good Practice on the application of Article 13(b) of the Hague Convention on the Civil Aspects of International Child Abduction. This provision provides an exception to the obligation to return a wrongfully removed or retained child pursuant to the Convention. The draft Guide to Good Practice is scheduled to be finalized at a March 5-8 meeting of the Council on General Affairs and Policy.

The purpose of the public meeting was to obtain views of concerned stakeholders on the draft Guide to Good Practice. Participants were invited to share their views on the content of the draft instrument, during a section-by-section review of the text. Participants were subsequently invited to express general views on the overall draft.
