Protecting Life in Global Health Assistance

The Protecting Life in Global Health Assistance (PLGHA) policy aims to ensure that U.S. taxpayer funding does not support foreign non-governmental organizations that provide or actively promote abortion as a method of family planning. As part of the effective oversight of the PLGHA policy, the Departments of State, Defense, and Health and Human Services, along with the United States Agency for International Development, completed an interagency review of its initial implementation. This review summarizes progress made and identifies challenges as well as actions to improve the ongoing enforcement of the policy.

The review will result in the development and issuance of more detailed guidance regarding the PLGHA policy, specifically relating to implementation, compliance, and oversight. Further training and tools will be available to help carry out the policy. In addition, the U.S. government expects to conduct another review of implementation of the policy at the end of 2018.
