Presidential Permit for Keystone XL Pipeline

Draft Environmental Assessment

The U.S. Department of State announces the availability of the Draft Environmental Assessment (Draft EA) for the Proposed Keystone XL Pipeline Mainline Alternative Route in Nebraska for public review and comment. The Draft EA evaluates the potential environmental impacts of the proposed Keystone XL Mainline Alternative Route –consistent with the National Environmental Policy Act of 1969– in support of the Bureau of Land Management’s (BLM) review of TransCanada Keystone Pipeline, L.P.’s (TransCanada) application for a right-of-way. The Department invites members of the public, government agencies, tribal governments, and all other interested parties to comment on the Draft EA for the proposed Keystone XL Mainline Alternative Route during the 30-day public comment period.

Draft Supplemental Environmental Impact Statement (Draft SEIS)

The U.S. Department of State announces the availability of the Draft Environmental Impact Statement (Draft SEIS) for the Proposed Keystone XL Pipeline for public review and comment. The Draft SEIS consistent with the National Environmental Policy Act (NEPA) of 1969—updates the 2014 Final Supplemental Environmental Impact Statement, analyzes the impacts related to changes in the Project since 2014, and incorporates current information and new studies, as applicable. The Department invites members of the public, government agencies, tribal governments, and all other interested parties to comment on the Draft SEIS for the proposed Keystone XL Pipeline during the 45-day public comment period.

Final Supplemental Environmental Impact Statement (Final SEIS)

The U.S. Department of State announces the availability of the Final Supplemental Environmental Impact Statement (Final SEIS) for the Keystone XL Project.  Consistent with the National Environmental Policy Act of 1969 (NEPA), the Final SEIS supplements the 2014 Keystone XL Final SEIS, considers the direct, indirect and cumulative impacts related to changes in the Project since 2014 and incorporates updated information and new studies, as applicable.  Under the Proposed Action, TransCanada Keystone Pipeline, L.P. (Keystone) would construct the Keystone XL Project. This would include approximately 162 miles of construction, connection, operation and maintenance along the Mainline Alternative Route of the proposed new 36-inch diameter pipeline and related ancillary facilities within Nebraska that were not analyzed within the 2014 Keystone XL Final SEIS. The Department has considered comments received on the Draft SEIS during the 45-day comment period that ended on November 18, 2019.
