Civilian authorities maintained effective control over the security forces. Human rights issues included reports of torture by law enforcement officers; abuse of minors under the state’s care; violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and violence, including police abuse, against indigenous populations.
