Summary

  • Secretary of State Antony J. Blinken traveled to Houston and Austin, Texas, as well as Mexico City, Mexico, from October 3-5, 2023.

  • In Houston, Secretary Blinken visited Rice University to meet with former Secretary of State James Baker and participated in a conversation with Director of the Baker Institute for Public Policy Ambassador David Satterfield. The Secretary also visited the Diplomatic Security Service Houston Field Office. In Austin, he visited the University of Texas at Austin to participate in a moderated conversation hosted by the Clements Center for National Security.

  • The Secretary then traveled to Mexico to co-chair the 2023 U.S.-Mexico High-Level Security Dialogue. Secretary Blinken, U.S. Secretary of Homeland Security Alejandro N. Mayorkas, U.S. Attorney General Merrick B. Garland, and White House Homeland Security Advisor Dr. Liz Sherwood-Randall, along with other senior U.S. government officials, joined their Mexican counterparts for a bilateral dialogue and stakeholder engagements. Assistant Secretary for Western Hemisphere Affairs Brian A. Nichols, and Assistant Secretary for International Narcotics and Law Enforcement Todd D. Robinson joined Secretary Blinken on this trip.

  • Through this dialogue, the United States and Mexico discussed joint implementation of the U.S.-Mexico Bicentennial Framework for Security, Public Health, and Safe Communities.

  • While in Mexico, Secretary Blinken also met with Mexican President Andrés Manuel López Obrador.
