Section 231 of the Countering America’s Adversaries Through Sanctions Act (“CAATSA,” or “the Act”) (Pub. L. 115-44,) was enacted on August 2, 2017. The Act states that the President shall impose five or more of the sanctions described in Section 235 of the Act with respect to a person the President determines knowingly, on or after such date of enactment, engages in a significant transaction with a person that is part of, or operates for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation. The President delegated to the Secretary of State, in consultation with the Secretary of the Treasury, the authority to implement Section 231 on September 29, 2017.
The Secretary of State has determined that the following persons are part of, or operate for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation for the purposes of CAATSA Section 231.
On September 20th, 2018, to facilitate implementation of CAATSA, the President also issued Executive Order 13849 [380 KB] “Authorizing the Implementation of Certain Sanctions Set Forth in the Countering Americas Adversaries Through Sanctions Act.”

3/2/2021 Six Russian entities were added to the CAATSA Section 231(e) List, identifying them as persons that are part of, or operate for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation for the purposes of CAATSA Section 231: the 27th Scientific Center, the 33rd Scientific Research and Testing Institute (aka 33rd TsNIII), the 48th Central Scientific Research Institute Kirov (aka 48th Central Research Institute Kirov; aka 48th TsNII), the 48th Central Scientific Research Institute Sergiev Posad (aka 48th TsNII Sergiev Posad; aka 48th Central Research Institute, Sergiev Posad), the 48th Central Scientific Research Institute Yekaterinburg (aka 48th TsNII Yekaterinburg), and the State Scientific Research Institute of Organic Chemistry and Technology (aka GoSNIIOKhT). These entities were added to the CAATSA Section 231(e) List as a part of the U.S. Government’s response to Russia’s use of a chemical weapon in the attempted assassination of Russian opposition figure Aleksey Navalny in August 2020, and his subsequent imprisonment in January 2021.

They were added alphabetically, and the date of addition is indicated in the second column next to each person’s name.
09/20/18 The Public Guidance/FAQ page was updated: a new FAQ was added and all the FAQs were numbered. Future FAQs will be added to the list sequentially.
09/20/18 Thirty-three names were added to the list specifying persons that are part of, or operate for or on behalf of, the defense or intelligence sectors of the Government of the Russian Federation for the purposes of CAATSA Section 231: three names were added to the Defense Sector List and 30 names were added to the Intelligence Sector list.
