Bureau of Arms Control, Verification and Compliance: Bureau Organization

Nuclear Risk Reduction Center (NRRC)
Operates the United States’ 24/7 command center facilitating communications links used to exchange information with foreign governments in support of arms control treaties and security-building agreements.

Office of Chemical and Biological Weapons Affairs (AVC/CBW)
The Office of Chemical and Biological Weapons Affairs leads the Department's efforts to promote the global ban on chemical weapons as embodied in the Chemical Weapons Convention (CWC), develops policies to address emerging chemical weapons issues and challenges, assesses compliance with the CWC and the Biological Weapons Convention (BWC), and serves as the U.S. National Authority overseeing U.S. implementation of the CWC.

Office of Euro-Atlantic Security Affairs (AVC/ESA)
The Office of Euro-Atlantic Security Affairs serves as the lead within the Department for all matters related to existing and prospective European and Euro-Atlantic arms control, nonproliferation, and disarmament agreements, in addition to security arrangements concerning conventional and non-strategic nuclear weapons and forces, including the development and adoption of approaches for achieving such policies.

Office of Emerging Security Challenges (AVC/ESC)
The Office of Emerging Security Challenges leads the development of Department positions to enhance space security and ballistic missile defense cooperation among allies and partners. ESC also leads the Department’s efforts to ensure security in the Polar Regions, and plays a leading role in enhancing cyber strategic stability through enhanced cooperation and the development of confidence building measures.

Office of Multilateral and Nuclear Affairs (AVC/MNA)
The Office of Multilateral and Nuclear Affairs leads policy efforts to develop, negotiate, and implement nuclear arms control and disarmament agreements and commitments, including on-going engagement with UN-related disarmament entities.

Office of Strategic Stability and Deterrence Affairs (AVC/SSD)
The Office of Strategic Stability and Deterrence Affairs leads in the diplomatic negotiation, Congressional ratification, implementation, verification, and compliance analysis of both current and prospective nuclear arms control agreements. SSD also promotes strategic stability with Russia and China, while engaging with allies and partners to provide them with confidence and reassurance in U.S. deterrence commitments.

Office of Verification, Planning, and Outreach (AVC/VPO)
The Office of Verification, Planning, and Outreach serves as the verification and strategic planning unit of the AVC Bureau. VPO identifies technological solutions to the arms control needs of today and the challenges of tomorrow, as well as leads external engagement with the non-governmental community, Congress, members of the media, and the general public. VPO also manages the Secretary of State’s International Security Advisory Board (ISAB) and the Key Verification Assets Fund.
