In accordance with Article 7, paragraph 3, the Protocol shall enter into force on the first day of the second month following the date the depositary receives the second instrument of ratification, acceptance or approval. The Protocol enters into force for each subsequent signatory State thereafter on the first day of the second month following the date of deposit of its instrument of ratification, acceptance or approval.

In accordance with Article 8, any State that has not signed the Protocol may by written application to the depositary seek to accede to it. The depositary may only accept written applications from States that are Party to the 2007 Agreement. The Protocol shall enter into force for any acceding State that satisfies the requirements of Article 8 of the Protocol on the first day of the second month following the date of deposit of its instrument of accession.
